You need to be at least Level 6 to receive this quest.

Summary

Proceed towards Whistle Lake. Use a pouch of Anesthetic-coated Arrows to knock out the Whistle Lake Oil Frog, then tie the Rope around the Whistle Lake Oil Frog as a marker. When you have collected 10 Status Record Slip, report back to Dilothian.

Target a Whistle Lake Oil Frog and use Anesthetic-coated Arrows, This changes Whistle Lake Oil Frog to a Whistle Lake Oil Frog (you lose your target). Now, re-target the Whistle Lake Oil Frog and use the Rope to mark the Whistle Lake Oil Frog and collect his Status Record Slip. You need Status Record Slip ×10. The same Whistle Lake Oil Frog cannot be re-Marked until the Marked effect has faded.
