You need the  Special Jade Disc, from Jiesheesh Norzen at Norzen Camp. If she has not heard of it, this means you have yet to help her survey Lake Heron, and have not gotten far enough along in her quest line for her to have found it. You need the full Lake Heron quest chain beginning with [54] Supporting the Water Source Survey Team and ending with [54] The Water Source Survey Team Report.
