Spoiler Alert! We have some more information about how to perform this quest but recognize you might want to try it on your own before we tell you the secret...
At the top of the tower, inspect the Order of Dark Glory Mercenary Scout's body to find the  Intelligence Report. It is possible to climb up the backside of the hill that the watchtower sits on, circle clockwise, then slip behind the tents and into the watchtower without ever engaging the Naga guards.
