Richie The brothers will be in the area named, but the exact location varies every time. You have to look around a bit. At one time, this quest was bugged. It is fixed now, but we include a pointer here to the workaround that was used at the time. See Update for Three Playful Brothers Quest.

Event Daily quests are repeatable, but only once per day unless a  Festival Repeat Ticket is used.
