This quest becomes trivial above Level 99.
Your first and second class must both be at least Level 20
Speak to Johnny Dutin, agree to give your word, and receive your Baptism of Magic.
The number of classes you can have is now 3.
This is how you get your third class. Once you have talked to Johnny Dutin and promised your future aid, you may go to any class Instructor in the Varanas Class Hall and choose your third class. Do not worry that his words imply he is replacing your Secondary class. It means that your currently active Secondary class will become the new class you choose.
If you are nervous about the way this is worded, speak to the Class Administrator first and choose "none" for Secondary.
If you have not looked since you dinged 20/20, you may notice you now have the skill 
Transport: Heffner Camp. Snoop the Stubborn at Varanas Gates now knows how to send you to Heffner Camp. The two zones, Coast of Opportunity and Xaviera, are level 1 to 50, and the quests there should be saved to level your third class, but feel free to use the Daily quests.
It is important to note, as well, that Coast of Opportunity is the home of the new Bag Quests and the new method to get Elite skills for 15-50.
