Velde is inside the sextet of plinths and trees at the Hero's Tomb-side edge of the Bloodstained Pond. Speak to Velde, and again, then enter Hero's Tomb and speak to Narfas. Tell her that there are mutated beasts outside. Then, return to Velde.
