You need to be at least Level 83 to turn-in this quest.
This quest becomes trivial above Level 99.

Summary

Get  Bronze Cage Key ×2 from the Kashay Laborers,  Silver Cage Key ×2 from the Kashay Patrols and  Golden Cage Key from the Light Banka Pilots so that you can free Iago and Balit.

You must destroy the Light Banka first before the Light Banka Pilot appears.
