Details
My organization, the Black Codex, has been operating for some time now. As adventurers find ever more 
Ancient Mementos, so does our understanding of forgotten knowledge from ages past grow.
But this is far from enough. We are on the precipice of understanding the big picture, but some pieces are still missing. If we want to understand everything about the ancients, we will require even more adventurers to provide us with sources to research.
It is in our power to impart unto you the transport spell known only to members of the Black Codex. All [that] is required is a ceremony of intermediate complexity, and you will have mastered the art of transporting yourself to high-risk zones in the fastest way known.
If you are keen on learning it, bring me 3 Guild Runes.

This spell can also be purchased in Kampel Town from the Black Codex Transporter for 200 .The database says this NPC, Black Codex Instructor, is located at ( 0, 0 ) which implies he was never added properly to the game and is not available. This means that this quest cannot be initiated.
