Find Fedi Kerry at Kingdom of Lechif after the task is completed.

Spoiler Alert! We have some more information about how to perform this quest but recognize you might want to try it on your own before we tell you the secret...
The three bulletin boards are in front of Mr. Figg's Wine Glass bar, in the port (near the Deadleaf Clown), and in the residential district. I did NOT find one in the residential area, but I did find one in the northeast corner of the plaza in front of Dalinham Castle.

Tergothen Bay Quest Series Kingdom of Lechif

Public Quests are infinitely repeatable. Those in Coast of Opportunity and Xaviera reward XP, TP, Gold, and an  Old Bag (hence the common sobriquet, Bag Quests). In Redhill Mountains, each repetition of [67][Public] Freedom Fighters rewards an  Ancient Memento. In all other zones they do not reward XP, TP or Gold, only  Public Event Points. In all other aspects they are the same as a Daily Quest (except for the infinitely repeatable part and the rewards).  Public Event Points contribute towards the completion of Regional Quest objectives, which in turn rewards a number of  Energy of Justice commensurate with your amount of participation in the Regional event.
