Worry not. Nothing is going to attack you. Go to the bridge and to the side of the Mesa-side of the bridge is a small fire. Click on the Signal to toss the Flash Powder packet in and complete this task. Now return to Kusa and the messenger will follow you (you do not see him until you report).
