|fulldetails=As you can see, all the members of the council are embroiled in faction disputes. It's always the same. Everyone just wants the proposal that benefits their faction approved. I'm the council president so they use all the tricks in the book to plead with me.

However, something in particular has made me wary. Recently, Councilor Randus has started to act very strangely. I think it has something to do with those two strange friends of his standing behind him. I want to know more about their backgrounds.

This is a sensitive issue though, and I can't look into it directly as council president. Could I ask you to help me? It is for the citizens of [[Varanas]].

Councilor Randus is usually holding his meetings at the meeting table just above here. Take the stairs up and take a left turn. You can't miss him. Before you go, speak with [[Felom]]. He'll help you with a disguise. Please be as discrete as possible. Don't let them know that you're investigating.

|notes=after finishing [[Council's Request(Salond)|Council's Request]] before you get this quest you see a conversation between Councilor Randus and 2 Mysterious Masked Messengers and [[Berol]]. they say:<br>
Councilor Randus: Honorable council president, about the previous request for your help to pass the vote...<br>
Berol: I am sorry Randus, it is not that I do not want to help you, but the proposed measure needs the entire counsel to make a decision and vote. Isn't this the reason for the counsel?<br>
Councilor Randus: I understand, but council president, if you would just use your influence to persuade a few...<br>
Berol: I fear I cannot do this...<br>
Councilor Randus: ...<br>

after you get the quest go talk to [[Felom]] and choose the option "About Councilor Randus...". he will then say:<br> Did council president [[Berol]] ask you to come and investigate?<br>
Councilor Randus should be over by the meeting table. Go look around there. If someone asks, just say you are cleaning up.<br>

walk over to the tables behind [[Felom]] and you will see a conversation between the 2 Mysterious Masked Messengers and Councilor Randus. they say:<br>
Mysterious Masked Messenger: Then we will wait your good news. If we receive none, I believe we will be able to find a more able councilor to work with.<br>
Mysterious Masked Messenger: You should know, there are plenty of councilors who are waiting to work with us.<br>
Councilor Randus: ...I understand.
