Scout / Rogue draws from the Rogue's poisonous play-style, using numerous control effects to handle with both single enemies, and groups of them. Whereas Rogues use Poison Bottles, this combination instead uses Poison Powder to automatically coat arrows that can poison enemies from a distance. Scout / Rogue is a good option for players who like to have an answer for any situation and handicapping opponents, especially since they aren't dependent on mana. This combo is one of Scout's best options in PvE, and its PvP abilities make it great when with a group.

Like most Scouts and Rogues, Dexterity takes precedent when gearing up. The strongest sources of damage come from ranged weapons, and Dexterity is what enhances a Scout's Physical Attack Power the most. Stamina, as usual, serves its purpose as a secondary stat to help keep the player alive.
Your basic attack, Shot, becomes enhanced by reducing enemy defenses when it critically hits. This makes it a great tool against bosses, especially if they're weakened from Sapping Arrows, and to assist with getting crits you gain the skill Weak Spot and an enhanced Piercing Arrow via Deadly Counterattack. For quick burst, Poisonous Bite complements Vampire Arrow by granting an extra attack, and Combo Attack is boosted through Poisonous Spit.
Poisonous Spit also enhances Reflected Shot, which is further strengthened by Master Reflected Shot. This is what helps make Scout / Rogue so powerful in group PvE: Dealing 5 hits of ranged weapon damage with one piece of ammunition, even if it is only every 10 seconds, is a huge damage increase, especially if they become crits, which this build is prone to doing.
In PvP, Blinding Powder and Lasso Master give greater control of enemies (besides what the Scout kit normally provides), both for chasing and kiting, and Wrist Attack can turn a dangerous enemy into a more minor threat. That, along with the heavy damage and not needing to worry about mana, gives them quite some advantage against other players.
