Rubies cannot be bought. You get Rubies when you buy some items from the Item Shop. They can still be spent but are no longer earned.
You can use Rubies in the Ruby Shop section of the Item Shop. This section sells items and services such as more bank space.
You can also donate Rubies to your Guild. Guilds need Rubies for some buildings, and to level.
