You need to be at least Level 26 to receive this quest.
You need to be at least Level 20 to turn-in this quest.
Details
The altar where the ceremony should be held is at the most eastern edge of New Moon Forest. Place the 
Offering in front of the altar, light a candle, and the ceremony is complete. You just have to patiently wait.
Remember to tell me everything that happens during the ceremony. I'm very interested in this Rite of Hope, and may write about it in my book.

| The Altar of Hope is located at ( 65.7, 72.8 ), East-Southeast of Silverfall. A Zurhidon appears, ghostly, and tells you you must beat Louie August to the Pearl and it will grant all your wishes. |
