To find this mob in-game, use BACKSPACE to open the World Search window, then enter Pulin Shadowhammer in the Search field and click "Search". Remember, the field is case-sensitive and must be entered exactly as shown.
Despite the fact that there are no Bag Quests in Yrvandis Hollows, you still need 
Elite Skill Training Certificates to raise your Elite Skills. As a Dwarf, the needed Level 15 Certificates will be mailed to you when you reach the appropriate levels. After that, you will need to go to Coast of Opportunity and perform Bag Quests to get your Certificates, or do the old-style quests to get them.
Champions! IF you have not yet learned 
Shield Form, Pulin will refuse to teach you any Elite skills, but he also does not tell you who to talk with to fix this. Speak to Logden Darkstove [Rune Craftsman Instructor] to learn about Rune Armaments, and gain the Shield Form skill when you reach level 16. (yes, this means that although you are eligible for Elite Skills at 15/15, you cannot gain any until your Champion level reaches 16!)
