You need to be at least Level 45 to turn-in this quest.

Summary

Bring the  Empty Scroll to Eduth, Haz, and Rufa and use the energy of the Earth Element Totem, Water Element Totem, and Fire Element Totem to unlock the seals on the scroll. Then, return back to the Green Tower and report to Raich Sanburs.
