Spoiler Alert! We have some more information about how to perform this quest but recognize you might want to try it on your own before we tell you the secret...
The quest text says you can buy the  Salve from a merchant, but I have yet to find one. Any Alchemist, level 21 or higher, can make some for you. IF you did [10] Examine the Situation (in the Obsidian Stronghold quest series) and saved 5 of the  Salve rewarded by it you can use those.
