According to SaitoHajime, pretty-much all the pages drop from the same mobs, with about the same odds. There is a 30% chance that the Page's Loot Table will be chosen, then a ~7.7% chance for a specific page (that means the total % chance for any specific page to drop on any kill of those mobs is about 2.31%).
On my most recent character to pass through this quest chain, he completed all three basic quests killing ONLY the Goblins, Bandits, and Farmhands. He did not kill any Black Blood Pirates or Zurhidon. --Bludwyng (talk) 17:06, 25 March 2020 (UTC)
