To find this mob in-game, use BACKSPACE to open the World Search window, then enter Karfan Blackbook in the Search field and click "Search". Remember, the field is case-sensitive and must be entered exactly as shown.
Speak to Karfan Blackbook after you have reached level 10 to receive the skill 
Morfantas City Teleportation. Be sure to also speak to any of the Class Instructors to acquire your Secondary Class.
Speak to Karfan Blackbook after you have reached level 20/20, and after speaking to Johmnny Dutin in Varanas City, to get your Tertiary Class.
