You need to be at least Level 42 to turn-in this quest.

Event Daily quests are repeatable, but only once per day unless a  Festival Repeat Ticket is used.

Just an FYI, the filling used for pies is called "Mince Meat", not "Minced Meat". "Mince Meat Pie" is not a meat pie, "Mince Meat" is a sweet, spiced, finely-chopped fruit mixture. (I used the bug template for this note because it bugs me!)
