You need to be at least Level 25 to turn-in this quest.

Summary

Use the  Dipper of Deer Horn Essence on  High Quality Antler to make  Deer Horn Essence.

Goals:  Deer Horn Essence ×15

Notes

Spoiler Alert! We have some more information about how to perform this quest but recognize you might want to try it on your own before we tell you the secret...
You may already have a stockpile of  High Quality Antler, but if not you can collect them quickly. When you have at least one  High Quality Antler, you can "use" the  Dipper of Deer Horn Essence to hopefully convert a  High Quality Antler to  Deer Horn Essence (The horn starts to glow!). If the conversion fails, the  High Quality Antler breaks. FYI:Using the Dipper does NOT dismount you.
