To find this mob in-game, use BACKSPACE to open the World Search window, then enter Habsig in the Search field and click "Search". Remember, the field is case-sensitive and must be entered exactly as shown.
When you first encounter her, you are sent to Report to her in the Upper Ruins camp of Faded Splendor. She gives you the quests Creatures of the Ruins, and then True Danger. By the time you complete True Danger, she has moved to the Lower Ruins camp.
