You need to be at least Level 49 to turn-in this quest.
BEFORE YOU LEAVE THE PALACE! Wait until after Toni runs off, then find the Shiny Box on the floor on the way out of the room. If you miss this step you have no choice but to Abandon this quest and restart it. The box is dropped by Toni when he runs out of the palace and cannot be re-triggered without restarting the scene.
WHEN YOU LEAVE SHADOR! Talk to Avita Moore at the entrance to get the Leather Guards.
