All three versions of this quest need the same thing:

 Hluthar's Feather from Hluthar Emberplume

All quest triads start with the non-repeatable quest, which unlocks both of the repeatable quests.

If you have both the Daily and Public quests the mob(s) associated with them will drop double the required item (reducing the number of kills required to complete the task).

Sadly, although Hluthar Emberplume will drop two,  Hluthar's Feather is Unique so you can only pick up one.
