This instance only exists for the quest Battle the Sorceress (sort-of). It IS possible to enter if you have completed Waiting Game even if you do not have Battle the Sorceress, but this will mess you up badly. DO NOT ENTER THE CASTLE after Waiting Game when you use the 
Rune Catalyst until you have spoken to Jinners Zuken and started Battle the Sorceress!!!
In order to gain access to this zone, you must complete the Xaviera quest series' main quest line up to Waiting Game, then perform 8 of the tasks in Reduce Casualties to a Minimum! But..., then use the Rune Catalyst.
When you enter you will be in a courtyard with Abyssal Shadows and Dark Night Gargoyles. Directly across the courtyard, guarding an archway, is a single Dark Night Gargoyle. When you kill him you will be teleported into the throne room with Issac Tobolin, Jinners Zuken, Samantha Delintas and a handful of Eye of Wisdom Mages. Deliya (52 Crown Elite) appears, expresses her hate for you, your mother, kittens, My Little Pony™ and all things pure and good in the world.
Her 
Fireball is at level 5000, and her Wave Armor is +499. /Grimace
Issac is the tank, with Jinners as second tank. You are not allowed to buff or heal your NPC companions. You need to try to drop enough DPS on Deliya to kill her before Issac drops. Jinners does not last long compared to Issac, and either you or Samantha will be her target after him.
Sadly, although this appears soloable it very clearly is not unless you are wearing elite gear from head to toe or are seriously over-level for this zone so you will probably need to bring a group. If you are all around 50 and not elite, we recommend at least a 4-man party.
