This mob does not have a Monster Compendium card.
Ghost of Exeter appears after you finish Traction of Fate for Ike Mania. He starts all the quests in the Magical Reconstruction quest series (Ghost Village quest chain) and is near Ike Mania and the Treasure box containing medals.
