You need to be at least Level 60 to turn-in this quest.
This quest is repeatable should you raise a new class to 60.
Get 
Friendship Essence.
Speak with Flora [Rose Granny] in Varanas Lower City East, perform her quest [60] Focus of the Flowers, mature one of the two flower charms, then return to Laath Tawan with the Friendship Essence.
After you complete Focus of the Flowers you must, finally, complete the flowering of the amulet you accepted. Use it to equip it in an amulet slot, then use 
Snowpearl Flower Gel ×20 or 
Apple Flower Gel ×20 to add 100 points to the flower each use. 2000 points will mature the flower, and finally harvest the filled amulet (cooldown timer may NOT be active) to produce the Friendship Essence you need.
You need a friend that has the opposite flower amulet to harvest the gel you need, or you can usually buy it from the Auction House.
Advice: Check the Auction House before you accept a flower charm to see if Snowpearl Flower Gel ×20 or Apple Flower Gel ×20 are available for sale, then pick the opposite flower charm so you can do this easily.
One last note: you can only hold one Snowpearl Flower Gel or Apple Flower Gel in inventory at a time, so only take them from mail as you use them.
