Need: Follow the instructions to gain 50 Key Objectives.

Find Leo Silofen at Lipuden Valley after the task is completed.

Public Quests are infinitely repeatable. Those in Coast of Opportunity and Xaviera reward XP, TP, Gold, and an Old Bag Old Bag (hence the common sobriquet, Bag Quests). In Redhill Mountains, each repetition of [67][Public] Freedom Fighters rewards an Ancient Memento Ancient Memento.

In all other zones they do not reward XP, TP or Gold, only Public Event Points Public Event Points. In all other aspects they are the same as a Daily Quest (except for the infinitely repeatable part and the rewards). Public Event Points Public Event Points contribute towards the completion of Regional Quest objectives, which in turn rewards a number of Energy of Justice Energy of Justice commensurate with your amount of participation in the Regional event.

This is the ONLY Public Quest that rewards Ancient Mementoes Ancient Mementoes. Normally, they are dropped by bosses in instances from Heart of the Ocean and above.

Phases[ | ]

Each time you accept this quest you will be randomly assigned one of the following phases. The phase can be identified by the Passive skill in the last position of the Temporary Skills bar, and/or a named Buff that appears in your Buff box. The two MAY have the same name. You must complete the task of each phase to advance to the next phase.

You will eventually receive all seven phases before you repeat one of them. The order is NOT sequential.

All phases require you to Earn 50 Key Objectives to complete the phase. In addition to the phase-specific ways to earn Key Objectives, they can be earned in the following ways:

  • Earn 1 Key Objective for each Carried File Carried File you gather and return to Tonare Puni. Also increases your Confidential Informant Confidential Informant buff by one rank. This buff resets at the start of every [67][Regional] The Backwater War. You may also see other Buffs that reveal information from the recovered files to help you puzzle out the tasks here. Go talk to Thomas Haraven to see the rarer items before this buff fades away!
    • Informal Transport Soldiers - Everyone can find a way to be useful in this type of emergency, especially those who can think quickly. The food in your hand is not just food.
    • Archer Captain - The leader of a party. He determines the performance of the entire party.
  • Rapid Fire Secret - This is increased by 2 for delivering a Carried Quiver Carried Quiver to a Supply Point - You support the firepower of the arrow towers. This represents your contribution to Village of Dorris! If you wish to obtain rarer treasures from Thomas Haraven, this contribution is necessary!
  • Source of Strength - We think this is increased by 2 for delivering a Carried Food Carried Food to a Supply Point - You maintain the strength of the archers. This represents your contribution to Village of Dorris! If you wish to obtain rarer treasures from Thomas Haraven, this contribution is necessary!
  • Earn 1 Key Objective for each Carried Quiver Carried Quiver delivered to a Supply Point.
  • Mission Delivery - This buff is a Timer. IF you can complete the phase before this expires you will gain a bonus.

The Power of Knowledge[ | ]

File Interpretation Expert - You find many secrets inside the file. They can help you oppose the demons coming into Lipuden Valley.

  • Table Drills - Consumes Carried File Carried File state. Target Monster becomes a Failed Experiment for 15 seconds, loses some HP every second, and you gain 1 Key Objective.
  • Find the Achilles Heel - Consumes Carried File Carried File state. Instantly kills target, you gain 4 Key Objectives.
  • Sleeping Experiment - Consumes Carried File Carried File state. All targets in range are put to sleep for 8 seconds. You gain 1 Key Objective.
  • The Power of Knowledge - Carried File Carried File max rank is increased by 2.

Hunger Breeds Discontent[ | ]

Bag of Provisions is by the bridge! (gather 2 times to fill your Carried Food Carried Food)

  • Moderate Sacrifice - Consumes: Carried Food Carried Food state. You gain Misappropriation of Food state, increased Riding Speed for 15 seconds, and 1 Key Objective (you must be riding)
  • Seasoning - Consumes: Carried Food Carried Food state. You gain Seasoning Food state. Occupies 1 Carried Food Carried Food space. If you provide supplies to an arrow tower while in this state, the Dorris Village Archer becomes excited for 5 seconds, and you gain 1 Key Objective (can be used while riding)
  • Luring Tactics - Consumes: Carried Food Carried Food state. Throws grain in the specified area, attracting monsters for up to 20 seconds. Gain 1 Key Objective for each monster attracted.
  • Hunger Breeds Discontent - Your Carried Food Carried Food state maximum is increased to 2.

Each Carried Food Carried Food you deliver to a Supply Point gives you 1 Key Objective.

The Key to Firepower[ | ]

Bag of Arrows is by the bridge! (gather 3 times to fill your Carried Quiver Carried Quiver)

You gain the Mysterious Support Staff state, increasing your max Carried Quiver Carried Quiver rank to 3.

  • Unstable Modification - Consumes: Carried Quiver Carried Quiver state. You gain Magic-Breaking Rune Stone state for 15 seconds. If you are in this state and you provide supplies to an arrow tower, the Dorris Village Archer will gain Magic Penetration Arrows state for 15 seconds and you earn 1 Key Objective.
  • Secret Modification - Consumes: Carried Quiver Carried Quiver state. You gain Magic-Breaking Rune Stone state for 15 seconds. If you are in this state and you provide supplies to an arrow tower, the Dorris Village Archer will gain Magic Penetration Arrows state for 15 seconds and you earn 1 Key Objective.
  • Super Trick - Arrow obtainment time is reduced to 1 second for 10 seconds.
  • The Key to Firepower - Your Carried Quiver Carried Quiver state max rank is increased to 3. If you have Carried Quiver Carried Quiver+3 and you provide supplies to an arrow tower, the Dorris Village Archer will gain Arrow Misuse state for 10 seconds.

Each Carried Quiver Carried Quiver you deliver to a Supply Point gives you 1 Key Objective.

Group Battle[ | ]

  • Rapid Recruitment Rapid Recruitment - If led Eager Archers don't appear, then the use of this will cause the Eager Archers to respawn immediately. After its successful use, you obtain 4 Key Objectives.
  • Lead by Example - You gain Lead by Example state, causing the Archer leaders to man the towers themselves, increasing the accuracy and damage of their firepower.
  • Rapid Arror Order - Target (escaping monster) gains Marked Target state for 4 seconds. Concentrates firepower. IF target dies while marked you gain 1 Key Objective.
  • Group Battle - Increase Lead the Archers max rank to 2.

Chris' Lieutenant[ | ]

Chris' Lieutenant - Anpa Kallis must maintain the last line of defense. He needs someone to go to the front lines and take command in his stead.

  • Archery Guide - Launch shot attacks on all targets inside area. Target monsters obtain Priority Target and is slowed for 10 seconds. IF target dies under Priority Target you gain 2 Key Objectives.
  • Withdrawal Command - All archers in the tower that is closest to you will be driven out. If a Dorris Village Archer or a player is driven out, you will obtain 5 Key Objectives.
  • Payment Order - Target players must be in a Carried File Carried File state. If used successfully, this will transfer files to the player in view. Target obtains 1 Key Objective. If successfully used, this will earn you 1 Key Objective and a Secret Learning Secret Learning state. Lasts for 60 seconds.
  • Key Orders - Consumes Secret Learning Secret Learning and Carried File Carried File states. Gain 4 Key Objectives, and all Dorris Village Archers gain Weakness Insight for 10 seconds.

You cannot use Payment Order without other players in the area to grab Carried Files Carried Files from. We have also never found a way to make Withdrawal Command work, so that is your 2 best actions, shot. You can still complete this phase, but it is gonna take a very long time to do it.

Surprise Attack Unit[ | ]

Surprise Attack Unit Surprise Attack Unit - It's not enough to rely on the arrow towers to defend against the demons. Other more violent measures are necessary...

  • Trap Attack - Produces a Explosive Trap in the location it is used. Lasts 20 seconds. When monsters that have escaped Lipuden Valley get close, the Explosive Trap will cause damage to them. (2s casttime, 20s CD)
  • Delayed Assault - Can only be used on monsters escaping Lipuden Valley and targets must have less than 75% HP. Inflicts a Magic Rope Bind state on the target causing it to be unable to move for 5 seconds. (2s casttime, 3s CD)
  • Containment Attack - All monsters that have escaped from Lipuden Valley that are in the target area will achieve a Magic Binding. Movement Speed is reduced for 5 seconds.
  • Lethal Attack - Immediately kills all monsters that have escaped Lipuden Valley that are in the target area. You will be unable to move for 6 seconds. (Instant, 60s CD)
  • Surprise Attack Unit Surprise Attack Unit - You earn:

This one is very easy. Just use the Lethal Attack to kill large groups of monsters, then run for a new file to increase your contributions, then rinse/repeat. Make sure you catch a Sturdy Test Specimen in your blast as often as you can.

Corpse Control[ | ]

Get a Scattered Document, then while you have the "Carried File Carried File" state, use Corpse Guard Summon and click on a Well-Equipped Corpse to raise a Puppet Warrior.

  • Corpse Guard Summon - Consumes: "Carried File Carried File" state. Use on a Well-Equipped Corpse. Summons a Puppet Warrior. (3s cast, 20s CD)
  • Corpse Guard Push - Consumes: "Carried File Carried File" state. Resets the survival time of any Puppet Warrior that is following you to 120 seconds and increases their attack power for 20 seconds.
  • Duty Performance - Your Puppet Warrior attacks targeted monsters that have escaped Lipuden Valley. Targets will be place under a "Being Watched" state for 8 seconds. (Instant, 2s CD)
  • Destructive Corpse Explosion - Your Puppet Warrior explodes, causing damage to nearby monsters that have escaped Lipuden Valley.
  • Corpse Control - When a Puppet Warrior is following you, you will earn 1 Key Objective for every monster that is killed.
