see also: Pirate Island and Fjord Justice The parts of these sets, those which can be purchased, are sold by merchants at Muckgale Port in Wailing Fjord: The Head slot pieces for these sets are sold by Kai Kent [Justice Workshop]. The Recipes for the Hand, Belt, and Lower Body (Transformed) pieces for: Greedy Goddess Set and Voice of the Sea Set are sold by Holly Kalway [Black Codex], and the remaining 4 sets are sold by Meryl Jay [Black Codex]. Each recipe costs 15,000 260 . These "Transformed" recipes can also be found in Mysterious Bags ALL 6 sets also have a Transformed Cloak that shares the name, appearance, and similar stats, but does not count towards the number needed for the Set Bonus. They are sold by the same NPCs that sell the rest of the craft-able item recipes. The remaining parts of all 6 sets are dropped by bosses in Grotto of Horror.
