Spoiler Alert! We have some more information about how to perform this quest but recognize you might want to try it on your own before we tell you the secret...

Black Cat Sam can be anywhere in the village. When you find him click on him. He will "scoot away in a flash!" To catch him, just keep trying. 3 to 6 (random) attempts should work. There is apparently a "special" method for catching him more easily, and if you know it you get a title,  Exceedingly Skilled. IF you got  Granny Norma's Carpet during [1][Event Daily] A new dress you can USE it to get a special targeting cursor, then click on Black Cat Sam to THROW the carpet over him! This capture method is how you get  Exceedingly Skilled! If you find the cat at the northwest corner of the town wall and click on it, he runs a few steps north into the open field (58.5, 56.4) and freezes. He will be un-clickable, and will not move again until reset. They appear to have fixed this. Q: Does Black Cat Sam run towards where he will next be found? A: We simply do not know.

Event Daily quests are repeatable, but only once per day unless a  Festival Repeat Ticket is used.
