You need to be at least Level 70 to turn-in this quest.
This quest becomes trivial above Level 86.

Use the  Kalon Potions on the Unconscious Warriors to wake them from their unconsciousness.

Spoiler Alert! We have some more information about how to perform this quest but recognize you might want to try it on your own before we tell you the secret...
Panilor is outside the zone entrance, left of the stairs. If you run to him you are gonna get jumped. you do not need to "use" the  Kalon Potion, just click on an Unconscious Warrior. They respawn fast so if you can find one that is in a safe spot, just stay there and get all 5 you need.
