Go to the wood bridge and call the Water God's messenger from Water Spirit Totem and gain its approval.

The Water Spirit Totem is on the north shore just to the west of the Fallen Tree bridge from Silverfall. The Water Spirit Envoy (23) attacks you. Defeat him to prove your worth.
