Just inside you will find Jake Wallanda [Ailic's Community] who will teleport you to his friend Quilin Hudson on the other side of the Dalanis Sewers right by the entrance to Dungeon of Dalanis. In reverse, Quilin Hudson will send you from outside Dungeon of Dalanis back to the entrance to Dalanis Sewers. These NPCs are both unlocked by accepting Disappearing soldiers from Simon Dibark at Dalanis Grand Palace.
Also at the entrance to Dungeon of Dalanis stands Freud Splinter, an important quest NPC here.

Found at the very back of Dalanis Sewers, near the entrance to Dungeon of Dalanis.
