The Head piece is sold by Minnie Babalu [Justice Workshop] (under "Sample Rewards") at Scorching Sun Camp in Chassizz.

The remaining 3 armor pieces are dropped by bosses in New Pantheon (Normal Mode) (in Chassizz).

All of the weapons attached to this set-of-sets are Crafted (except Primal Tentacle Goblet which is dropped by Chassizzene Nex).

The upgrade to the 4 dropped pieces of this set are found in the New Pantheon Rare set. They share the same appearance as this set.
