You need to be at least Level 53 to receive this quest.
You need to be at least Level 47 to turn-in this quest.

The quest text tells you to go to the east side of Tower of Rage but this is wrong.

On finding the spot to blow the Little Whistle:

Go toward the manticore area, when you see the building where the boss manticore resides, take a left over the stairs (be careful of the crevass). Go through that area of manticores to the next area. In the middle of the open field blow the whistle.

When you blow the Little Whistle (at about 57.9, 45.5 in the opening with the resurrection circle, the exact spot is marked on the map) 3 Kaa Iron Guards appear and kill the Captured Young Manticore. You will not be attacked and cannot move while this scene plays out. Return to Rumpleston to tell him about it.
