There are two NPCs that start the Tradeskill Advancement Quest to raise your BlacksmithingBlacksmithing skill from Apprentice (Novice) to Craftsman. Other than the Instructor that starts (or finishes) the quest, it is otherwise identical.

Start or finish this quest by speaking to any one of:

As with all of the similar Crafting Advancement Quests, you are not required to produce the required item yourself. You can steal it off a dead Orc, buy it on the Auction House, or beg it from a friend. So long as the required item is in your inventory when you report back to your Instructor.
