There are two NPCs that start the Tradeskill Advancement Quest to raise your Tailoring skill from Apprentice (Novice) to Craftsman:
Remember, the only requirement to complete this quest is to have a 
Colorful Light Cloak in your inventory when you return to either Instructor. You do not "HAVE" to make it yourself. You can make, loot, buy, or beg one.
