We have no idea of the exact effects of this skill, BUT... in my old D&D days a "Bolt from the Blue" referred to the reaction of a Dungeon Master who had reached his BS limit. He would grab a handful of dice and drop them, the damage being the total sum of all the dice dropped. Given this history, we cannot imagine you will want to find out the full effects.
