Even if you have not been there before, you can use this spell to port to the entrance of any instance in the game. Even if you have yet to unlock travel to the parent zone you can use this to get there. You do have to be of a level greater than or equal to the minimum level of the intended instance.
Note that this quest used to be available via a quest from the Black Codex Instructor in Obsidian Stronghold, but it has been reported that this way of getting this skill was ended. It is still in the database, but...
