This is actually the final quest in the Water Source chain at Norzen Camp. This chain starts with [54] Supporting the Water Source Survey Team, and ends with The Water Source Survey Team Report. Your target in the penultimate quest in the chain, [54] Secret Behind the Waterfall, drops the  Suspicious-looking Letter (SL), which leads you to this hidden quest, which will finally prompt Jiesheesh Norzen to give you the  Special Jade Disc you need. This will complete [54] Water Source Materials, one of the four quests you must complete to gain access through the Great Barrier.
