You need to be at least Level 46 to turn-in this quest.
This quest becomes trivial above Level 62.

Summary

Carefully attack a Luzan Shaman. Once he is weakened (<30%), "use" the  Cage to capture him and bring the Captured Luzan Shaman to Captain Hank Shwan of the Order of Dark Glory.

Notes

Spoiler Alert! We have some more information about how to perform this quest but recognize you might want to try it on your own before we tell you the secret...
All three mobs at the end of the bridge will come together. Stay focused on the Luzan Shaman while you steadily apply AoE damage. As soon as the Shaman is below 30% use the  Cage. Once he is safely captured, feel free to kill the Luzan Warrior and Luzan Hunter.
