Your skill level in Herbalism must be 1 in order to receive this quest.
To receive this quest your skill in Herbalism must be 40.
Collect 3 each of: 
Dusk Orchid Sap, 
Barsaleaf Sap and 
Moon Orchid Sap and give them to Hyber Digg in Varanas Lower City East.
If you are going to collect them yourself, this means you will need 24 each of 
Dusk Orchid, 
Barsaleaf, and 
Moon Orchid.
Note: You do not have to gather and refine them yourself. You can do it on another character, get them from a friend, or buy them in the Auction House. You just need to have them to give to Hyber Digg.
(Completing this quest will raise the upper limit of your Herbalism skill to 60.)
