You need to be at least Level 75 to receive this quest. You need to be at least Level 69 to turn-in this quest. This quest becomes trivial above Level 85.

When you get to the point that you will HAVE to fight to go forward, look to your right. Go around that one mob you see there, then jump to the ramp to meet Will Kanches.
